Package cve-manager: Information

cve-manager is an utilities toolkit used to form a database of vulnerabilities
(VUL DB) using MySQL, and to provide an easy interface to that DB.
- Matches are not filtered out if for a particular pair of package and product
  there is both a "grade A url" match and a "complete name" match.
- A new ability to exclude products by their references.
- New ability of the "cve-monitor" utility to display a map of vulnerability IDs
  and packages that these vulnerabilities are related to;
- Corrected processing of the FSTEC data.
